57 DOE Position Overview Work Unit Overview:
The County Geographic Information System (GIS) Department gathers, stores, manipulates, analyzes, and displays data in geographic context to assist decision-makers by providing an additional tool to analyze and compare numerous geographic data layers along with traditional databases.
The GIS Department enables access to the County's GIS data, allowing users to view various data layers, see tabular information and statistics related to the layers, and receive printed maps.

Summary:
The GIS clerk reports to the GIS Manager and is responsible for supporting GIS systems development activities such as document research, database and software development, system administration (e.
g.
, performance monitoring, security control, etc.
) and troubleshooting to ensure GIS systems are operating efficiently and accurately.
Duties also include answering phone and email communications, historic document research, designing and producing maps, datasets, maintaining related data management functions, providing administrative support to the GIS department, and performing a variety of other duties.
Job Responsibilities o Gather, log, and maintain historical documentation, external data, and information related to the GIS.
This involves designing information files, using descriptions of all information elements and the definitions of the information files, defining data stores and/or complete database definitions, maintaining metadata, and designing detailed record formats and record relationships related to the physical model; o Assist with strategic GIS information systems development and maintenance activities for the County; o Prepare, process, analyze, report on, file, and maintain various records, information, datasets, databases, reports, minutes, files, and other items maintained by the GIS department; o Work with clients and customers to assess their needs, provide information, assistance, resolve their issues and be committed to providing quality products and services as allowed within the policies and procedures; o Design and prepare maps through advanced functions and operations of specialized software, manual records, historic documentation, and other available and appropriate information.
Modify and update existing maps and datasets accordingly to reflect changing and discovered geographical information; o Screen final map data and design through automated systems as well as visual inspection; o Monitor and update data related to roads, houses, buildings, and other geographical or structural changes with information from county records as needed.
Coordinate with county staff and others to incorporate existing or anticipated changes into data layers accordingly; o Conduct and record data from various locations, geographic information, and ensure data accuracy.
Collect and record visual data through the use of digital cameras, image scanners, and other specialized equipment; o Encourage and facilitate teamwork, cooperation, pride, trust, and group identity; foster commitment and team spirit; works with others to achieve goals; maintain flexibility and openness to change and new information/technology; adapt to changing conditions and unexpected obstacles; effectively deal with ambiguity; o Other duties as assigned.
Knowledge, Skills and Abilities Knowledge, Skills, and Abilities The position requires knowledge of the principles and practices of computer systems, including but not limited to internet browsers; standard office software; database systems; computer operating systems; geographic information applications (such as ESRI, QGIS, Collector, etc.
), analysis, and the relationships between different types of spatial data; project management; office procedures including numeric and alphabetical filing processes, indexing procedures, business English, spelling, composition and grammar, and math; public land survey system; and the ability to understand and describe County geography.
The position requires skill in recognizing problems within the areas of documentation, GIS, computer, network, and database systems; problem solving; interpreting and applying technical and historical data and specifications to various projects; skills and ability to interpret maps and manage work time effectively and efficiently; must be organized and meet deadlines; deal effectively and courteously with public and co-workers; ability to use computer(s) effectively; read and interpret historic documents, ordinances, resolutions, and policies.
The position requires the ability to apply problem solving; apply database analysis, design, and testing concepts; interpret technical information and geospatial metadata; understand and adhere to policies, procedures, standards, and guidelines; respond in a timely manner to special requests; work independently and as part of a team; to organize work efficiently; seek out, establish, and maintain effective working relationships; and to communicate effectively.
Ability to pass a background check.
Physical Requirements o Work is typically performed in a normal office environment with some walking on uneven terrain; o May occasionally lift and/or move up to 50 pounds over uneven terrain; o Vision abilities required include:
close vision, distance vision, peripheral vision, depth perception, ability to adjust focus, and ability to use assistive vision devices such as but not limited to rangefinders and binoculars; o Operating a personal computer, scanner, camera, tablet, phone, and other typical office equipment; o Communicate effectively in writing, in person, and over the phone; Education Requirements The job requires one (1) years education and/or experience in Geographic Information Systems, Computer Science, Historical Document Research, or a closely related field.
